Empowering Libraries for a Stronger Europe: European Library Associations Launch Manifesto Ahead of 2024 Parliament Elections

As the 2024 European Parliament elections approach, prominent library associations across Europe have united to unveil a groundbreaking manifesto. This strategic document is designed to strengthen the role of libraries in shaping EU policies and advancing societal progress. We are proud to announce that the Association of European Research Libraries (LIBER), LibrarIN project partner, is among these distinguished organisations leading this initiative.

As LIBER, we speak up for our network of research libraries and the communities they represent and serve. We stress their importance in playing a vital role as engaged and trusted hubs for our user communities, building bridges to society, strengthening citizen science and helping academic institutions to play a societal role in the making and exchange of diverse, inclusive and sustainable access to scholarship and research communication. Libraries are more than just repositories of books; they are active facilitators of key societal priorities such as the green transition, digital upskilling, and the strengthening of democratic processes. To effectively serve their communities in these capacities, libraries require greater access to EU funding and support. This manifesto, marking the first of a two-phase initiative, serves as a crucial communication and advocacy tool for libraries. It enables them to clearly articulate their needs and potential contributions to local and EU policymakers, as well as to broader community networks.

The manifesto is a collaborative effort by prominent organisations including the European Bureau of Library, Information and Documentation Associations (EBLIDA), the International Federation of Library Associations and Institutions (IFLA), the Association of European Research Libraries (LIBER), Public Libraries 2030 (PL2030), and the National Authorities on Public Libraries in Europe (NAPLE Forum). These groups are united in their call to candidates of the upcoming elections, urging them to recognise and support libraries in their critical roles:

  1. As guarantors of equitable access to culture and education.
  2. As vital supports for vibrant democracies.
  3. As powerhouses for inclusive innovation.
  4. As guardians of Europe’s cultural and historical memory.
  5. As drivers of global development.

By endorsing this manifesto, European Parliament candidates can demonstrate their commitment to building a stronger, fairer, and more sustainable Europe with libraries at the heart of this transformation.
